Lobbying, in a nutshell, demonstrates an active community based demand for a broadband service. When this demand reaches a certain level (trigger level) then it becomes financially viable for the service provider to enable the telephone exchange to deliver broadband to the area. |

Though there are of course other methods of delivering a broadband service, such as cable, wireless and satellite, the lobbying process tends mainly to focus on the broadband enablement of local telephone exchange. |
